Dr. Hemant Kumar
Dr. Hemant Kumar is a social policy and development professional with over seven years of experience in social protection, including labour welfare, gender, healthcare access, employment, and inclusive development. His work at IRADe focuses on monitoring and evaluation, assessing the socio-economic impacts of climate change, and research on the transport sector and energy inequality.
Previously, he served as a Social Protection Analyst with UNICEF, based at Rajya NITI Aayog, Chhattisgarh. In this role, he contributed to assessments of social protection schemes, child marriage, birth registration, and access to welfare programs among Particularly Vulnerable Tribal Groups (PVTGs). He also developed training modules and trained officials, frontline workers, and panchayat representatives to strengthen social protection outreach in the state.
Dr. Kumar holds a Ph.D. and M.Phil. in Population Studies from Jawaharlal Nehru University (JNU), New Delhi, with his doctoral research focusing on social capital and healthcare access in Delhi’s slums. He is skilled in managing large datasets and applying statistical and analytical tools, including SPSS, STATA, and GIS, for data-driven policy research.
